A Local Task Team has been collecting survey and interview data directly from communities across Southern Africa and South Asia, while a Global Task Team has been reviewing global guidance on early warning systems \u2014 reading through a shortlist drawn from a much larger body of existing documents, and testing a new AI-assisted approach to speed up that analysis alongside traditional expert review.<\/p>\n<p>In Kyoto, both teams presented their findings side by side for the first time, comparing what is written in global guidance against what is actually happening \u2014 and not happening \u2014 on the ground.<\/p>\n<h6>What the research is showing<\/h6>\n<p>A clear picture is emerging: the barriers to effective, people-centred early warning are rarely about forecasting technology alone. Across both the local case studies and the global literature, the same themes kept surfacing \u2014 trust between communities, authorities and scientists; power dynamics that shape whose voices are heard; and governance structures that often fail to connect local, national and global levels of decision-making.<\/p>\n<p>\u201cWe\u2019re not trying to say the guidelines are wrong \u2014 we\u2019re trying to understand why so much of it doesn\u2019t reach the people it\u2019s meant for.\u201d<\/p>\n<p>Participants also spent considerable time examining what a genuine \u201cminimum viable\u201d people-centred early warning system should look like \u2014 and cautioned against letting that idea slip into a \u201cminimum acceptable\u201d standard, particularly in lower-resource or fragile settings.<\/p>\n<h6>Highlights from the meeting<\/h6>\n<p><strong>Local evidence, global evidence, one narrative.<\/strong> Task teams began drafting a joint synthesis bringing together on-the-ground survey findings with a sweeping review of global guidance documents.<\/p>\n<p><strong>New tools, tested carefully.<\/strong> The Global Task Team piloted an AI-assisted thematic analysis of guidance documents, cross-checked against traditional expert review \u2014 an approach the group sees as a model for future research efficiency.<\/p>\n<p><strong>Partnerships taking shape.<\/strong> Updates were shared on FCDO-funded work linking flood forecasting and risk perception research in Bangladesh, and on Lloyd\u2019s Register Foundation-supported community surveys running in Mexico, Bangladesh and South Africa.<\/p>\n<p><strong>Looking to 2027\u20132028.<\/strong> The group began sketching an ambitious next phase \u2014 considering new regions, a sharper focus on governance, and new ways to bring in case studies and partners from beyond the project\u2019s current network.<\/p>\n<p>The meeting closed with participants committing to turn three days of rich discussion into a set of concrete outputs in the coming weeks and months, including task team briefing notes, infographics, and a combined synthesis report drawing together the project\u2019s first phase of work.<\/p>\n<h6>What\u2019s next<\/h6>\n<p>The PEOPLE Project team will be sharing outputs as they are finalised, alongside updates on the project\u2019s next phase.
