The meeting marked an important stage in the transition from the current Implementation Plan for 2024–2027 to a new framework for 2028–2031.

A central objective was to advance the WWRP Implementation Plan for 2028–2031 towards provisional approval. Discussions focused on ensuring that the programme’s research priorities remain responsive to the evolving needs of World Meteorological Organization (WMO) Members, align with the WMO Strategic Plan for the same period, and contribute to international efforts to strengthen weather, climate, water and disaster resilience.

Throughout the week, Committee members reviewed the progress of WWRP projects, working groups and its expert team. They assessed lessons learned, identified research gaps and considered opportunities to increase the practical benefits of scientific advances for forecasting, early warning systems and societal resilience. These discussions also examined the future roles of existing projects, potential new initiatives and areas requiring greater investment.

Dedicated sessions addressed partnerships, regional research activities, endorsed and partner projects, and engagement with early career researchers. Particular attention was given to artificial intelligence and machine learning, collaboration across disciplines, and support for developing countries. Members also considered stronger links with other WMO and international programmes, alongside mechanisms for monitoring progress and evaluating impact.

For PEOPLE: Progressing EW4All Oriented to Partnerships and Local Engagement, the meeting’s emphasis on partnerships, societal needs and interdisciplinary research provides an important strategic context. As a WWRP project, PEOPLE seeks to strengthen equitable and sustainable early warning systems by incorporating people’s experiences, priorities and knowledge into research and implementation. These connections are particularly relevant to its focus on linking science with policy, practice and local engagement.

The meeting’s outcomes will inform the finalisation of the WWRP Implementation Plan for 2028–2031, with formal approval expected through the WMO Research Board in 2026 and the WMO Executive Council in March 2027. The new framework will guide the programme’s efforts to advance weather research and translate scientific progress into practical benefits for communities.

The World Weather Research Programme (WWRP) Scientific Steering Committee (SSC) held its annual meeting in Buenos Aires, Argentina, from 24 to 28 August 2026, to review scientific progress and guide the programme’s future direction.
